1. Heat broiler. Heat oil in a large saucepan over medium heat. Add onion, reduce heat to medium low; cook for 8 minutes, stirring occasionally. Add garlic and green pepper; cook an additional 2 minutes.
2. Add tomatoes, broth and saffron. Bring to a boil and simmer 5 minutes.
3. Mix together paprika, salt and ginger. Season turkey with 1-1/2 teaspoons of the mixture. Add the remainder to the broth and tomato mixture while it continues to simmer. Take off heat and stir in couscous. Cover; let stand for 5 minutes.
4. Meanwhile, broil turkey for 2 minutes per side. Stir couscous with a fork. Serve with sliced turkey and steamed green beans, if desired. Makes 6 servings.
