1. If using dried beans, combine with water and 1 tablespoon garlic. Bring to boiling. Reduce heat; simmer 1 hour until tender. Drain cooked or canned beans. Lightly mash.
2. Saute turkey with remaining garlic and onion in large nonstick skillet until cooked through. Drain off fat. Stir in chili powder.
3. Heat oven to 350 degrees F. Lightly coat 13 x 9 x 2-inch baking dish with cooking spray. Line bottom with half the tortillas. Layer with half the turkey mixture, half the beans, third of the Enchilada Sauce and half the cheese. Repeat, finishing with layer of sauce.
4. Cover and bake in 350 degree F oven until melted and bubbly, about 20 minutes. Sprinkle with cilantro. Let stand for a few minutes before cutting. Serve with salsa on the side. Makes 10 servings.
