Combine cornmeal, flour, salt, lemon peel, garlic powder, cayenne pepper and black pepper in large bowl. Dredge fish fillets in cornmeal mixture to coat all sides.
Heat oil in heavy, deep skillet or deep-fat fryer until oil registers 375°F. Add a few fish fillets to hot oil, without crowding pan; brown on both sides, 5 or 6 minutes. Remove fish with slotted spoon to paper toweling to drain. Repeat to cook all fish.
