Preheat the oven to 350°F and line an 8x8 baking pan with foil, extending the foil over edges of pan. Coat foil with nonstick cooking spray.
In a large bowl stir together the sugar, butter, egg, and vanilla. Mix in the flour, baking powder, and baking soda. Add the chocolate chips, and stir to combine. Spread the batter into the prepared pan. Sprinkle the salt evenly over the batter. (Crumble the salt with your fingers if the flakes are big.)
Bake 25 minutes, until lightly browned, and a wooden toothpick inserted near the center comes out clean. Cool in pan on a wire rack. Lift bars out using foil and cut into 24 pieces.
