Place garlic, salt, black pepper, sour cream, mayonnaise, lime juice, buttermilk and parsley in blender or food processor. Puree for 1 minute or until dressing is creamy and smooth. Pour into a small bowl. Stir in fresh chives.
Whirl together in a blender mustard, water, balsamic vinegar, rice vinegar, Worcestershire sauce and maple syrup.
