In small bowl, mix together cider vinegar, grainy mustard, sugar, pepper and salt. Whisk in olive oil until blended. Set aside.
Coat a large nonstick skillet with nonstick cooking spray. Heat over medium-high heat and then add sliced turkey kielbasa. Cook 4 minutes, turning, until browned. Remove to a plate. Add shredded red cabbage, grated apples, cider vinegar and caraway seeds. Cook 4 minutes. Remove from heat; stir in kielbasa and dressing.
