1. In a large bowl combine the oatmeal, cranberries and all but 2 tablespoons of the coconut.
2. In a saucepan combine the sugar, butter, milk and cocoa powder. Stir frequently until the mixture is smooth. Allow to boil gently for 2 minutes, stirring constantly.
3. Add the hot mixture to the oatmeal, cranberries and coconut. Stir well to mix. Drop the cookies by tablespoonfuls on wax paper or parchment to cool and harden, about 30 minutes. Sprinkle the remaining coconut on the cookies, pressing gently to adhere.
