Place the sugar in a small, shallow bowl and set aside. Place chocolate chips in a microwave safe bowl. Microwave for 20 to 30 seconds, stopping to stir every 15 seconds, until melted. Dip the rim of eight 2-oz. glasses into the chocolate, then in the sugar.
In a blender, combine the ice cream, milk and 1/3 cup crushed malted milk balls. Blend until smooth. Fill each glass with milkshake, then garnish with pastel Easter candy, crushed malted milk balls, and if you like, sprinkles.
