Several hours before the party, pour 1 inch of spring water into a ring pan or bundt pan. Add a few cranberries, lime slices, and mint; freeze for about 20 minutes.
Add another inch or so of water, along with several orange slices, mint leaves, more cranberries, and more lime slices. Return ring to freezer for 35 to 40 minutes. Repeat process, adding fruit in bare spots. When finished, the wreath should be 3- to 4-inches thick.
Just before serving, combine cranberry juice cocktail and seltzer in a punch bowl. Remove ice wreath from freezer, and quickly dip the pan in warm water. Turn the ring out of the pan, and place it in the punch bowl with the juice mixture. Serve immediately.
