Preheat oven to 325°F. Line a 13x9x2-inch baking pan with parchment paper; set aside.
Combine the first 6 ingredients in a large bowl.
In a small bowl, whisk together the remaining ingredients.
Pour the wet ingredients over the oat mixture and stir to combine well.
Press mixture into prepared baking pan.
Bake for 40 minutes or until golden brown.
Allow to cool completely then cut into sixteen 4 1/2x 1 1/2 -inch bars.
