In a medium bowl, beat together butter and 1 cup sugar until light and fluffy. Beat in egg, corn syrup, and lemon extract. Stir in flour, baking soda, and baking powder. Cover dough and chill in refrigerator at least 1 hour.
Preheat oven to 325°F. Remove dough from cooler and place on a well-floured work surface. Roll the dough to approximately 1/4 inch thick. Using your favorite cookie cutter shape, cut cookies and place them on a baking tray lined with parchment paper. Sprinkle remaining sugar on top of the cookies. Bake 10 to 12 minutes, or until lightly browned.
