Heat the oven to 300°F. Grease 2 baking sheets.
Beat egg whites in medium-size bowl until frothy. Add vanilla and cream of tartar. Slowly add sugar, beating until stiff and glossy.
Fold in crackers and chips. Drop by heaping teaspoonfuls on baking sheets.
Bake in 300°F oven for 20 minutes or until tops are firm. Cool on wire rack.
