Heat oven to 350°F. Lightly coat 13 x 9 x 2-inch baking pan with cooking spray. Mix bits, nuts in bowl.
Mix cake flour, baking powder, cinnamon, baking soda, nutmeg, salt and cloves in medium-size bowl.
Beat butter, sugar in bowl until light and fluffy. Beat in eggs, one at a time. Beat in sour cream and vanilla. On low speed, gradually add flour mixture in small batches. Spread half the batter in prepared pan. Sprinkle with 1 cup fruit-nut mixture. Spoon remaining batter on top, carefully spreading to keep fruit in single layer. Top with remaining cup fruit mixture.
Bake in 350°F oven 30 to 35 minutes or until toothpick inserted in center comes clean. Let cake cool in pan on wire rack.
