1. Heat large nonaluminum pot over medium-high heat. Add chuck, onion, green pepper and garlic; saute, breaking apart chuck with wooden spoon, 8 to 10 minutes or until vegetables are tender and chuck is cooked.
2. Add tomatoes, tomato sauce, tomato paste, red wine, pepper flakes, oregano, salt and pepper. Bring to boiling. Reduce heat to medium; simmer, stirring occasionally, for 15 to 20 minutes.
3. Meanwhile, cook pasta following the package directions. Drain; transfer to a large serving bowl. Taste the sauce; adjust the seasonings if desired. Spoon the sauce over the pasta. Serve hot.
