In a medium bowl stir together the soy sauce, garlic, ginger, five-spice powder, and pepper. Add beef and toss to coat. Cover and chill for 1 hour.
Drain beef, discarding marinade. Thread beef strips and pepper pieces onto skewers. Heat an oiled grill pan over medium-high heat. Add skewers in batches. Grill for 2 to 3 minutes per side or until browned and meat is of desired doneness. Serve with Curried Potatoes. Sprinkle potatoes with cilantro. Makes 4 to 6 servings.
Heat oven to 450°F. In a medium bowl, combine potatoes, olive oil, curry powder, salt, and pepper; toss to coat well. Spread in a 15x10x1-inch baking pan. Bake for 25 minutes or until tender and browned, stirring once. Makes about 2 cups.
