1. Preheat oven to 350 degrees F. Fold 6-inch piece of aluminum foil in half; fold edges up to make a tray. Place nuts, chili powder and cumin in tray; place on baking sheet.
2. Bake nut mixture in 350 degree F oven for 6 minutes or until fragrant and begins to darken. Let cool.
3. Chop green onion in food processor. Add jalapeno and nut mixture. Whirl until nuts are chopped. Add the cream cheese, goat cheese and lemon juice. Whirl until blended.
4. Scrape spread into serving bowl. Cover tightly with plastic wrap and refrigerate at least 24 hours. Makes 1-1/4 cups (20 one-tablespoon servings).
