What you'll need Tulle (3 colors), scissors, elastic

Make it:
1. Cut 24" lengths of tulle about 4" wide. Double each strand and knot it over a piece of elastic. Repeat until it covers enough to look like a skirt.
2. Knot elastic in the back around the child's waist.
